Shibboleth session storing doesn't work

Ubuntu 16.04
Installed shibboleth-sp2-common and ..-utils.
Set up xml and started shibd service:

After logging and the saml assertion getting posted to the POST endpoint,
GET-ing the Session endpoint with the session cookie returns empty
attributes,
as if there is no such session with such sessionID.

In log/syslog this appears:

(I had to check from syslog because for some reason /var/log/shibboleth
doesn't exist and shib is not logging even though I havent touched
shibd.logger etc)

What causes the session not being saved?
