>From the IdP's point of view, I don't see why that matters. AFAIK, the
only standard entitlement value was mentioned by Gary:
“urn:mace:dir:entitlement:common-lib-terms”. Beyond that use case,
there are no standards, so I don't see why the IdP cares what value is
used in any particular case.

namespace) and requiring that of all IdPs is a reasonable thing to do
IMO.
