Testing with 3.3

There were some volunteers who expressed interest in helping us test the next IdP version at the BOF at TechEx, so I've drafted a quick page here [1] mainly to document where to go to get the snapshots. I've asked Rod to look at getting a Windows installer built until we get it automated.

We appreciate any testing people can do. Unless we screw up, the snapshots should never break an existing system, so they should always be usable for testing.
