I think i figured out what happened.  They used a pre-existing command
prompt to launch httpd.exe.  Since the shibboleth-sp install modifies
the PATH to include required DLLs their existing command prompt didn't
pick it up. 

Last week, I used one of their pre-existing windows to see the behavior
and didn't even consider that they hadn't rebooted the system (they
usually reboot their systems at the first sign of a problem).  

Today I opened a new command prompt window completely, with a properly
set PATH and voila, everything worked.
