Unable to load mod_shib_24.so on Windows 2012 R2 with Apache httpd 2.4.

We're unable to get mod_shib_24.so configured on Windows 2012 R2 with
Apache 2.4.x:
Getting this error:
Cannot load E:/shibboleth-sp/lib64/shibboleth/mod_shib_24.so into
server: The specified module could not be found.
 
The module exists so I assumed there was some dependency missing.
 depedency walker (depends.exe) shows the following missing
dependencies:
API-MS-WIN-CORE-KERNEL32-PRIVATE-L1-1-1.DLL
API-MS-WIN-CORE-PRIVATEPROFILE-L1-1-1.DLL
API-MS-WIN-SERVICE-PRIVATE-L1-1-1.DLL
API-MS-WIN-CORE-SHUTDOWN-L1-1-1.DLL
EXT-MS-WIN-NTUSER-UICONTEXT-EXT-L1-1-0.DLL
IESHIMS.DLL
MFPLAT.DLL
SETTINGSYNCPOLICY.DLL
WLANAPI.DLL

I'm not really a Windows guy so not really sure what all those
libraries are from.

It seems to work fine on a 2008 R2 system.  I don't have the
depends.exe on that system for a comparison.
