"persistentId" in consent-intercept-config.xml

Hi Tom,

I thought
transientId means urn:oasis:names:tc:SAML:2.0:nameid-format:transient in NameID
and
persistentId means urn:oasis:names:tc:SAML:2.0:nameid-format:persistent in NameID
, so I commented out those lines but nothing changed.

I cannot find such attribute ID in attribute-resolver.xml. Furthermore, such Attribute Definition for NameID is deprecated. I feel like the configuration files in distribution are not consistent.
