Logging to (r)syslog from Shib v3 via logback

*facepalm* that was it, I didn't have it listening as a UDP server.

Adding the lines:

$ModLoad imudp
$UDPServerRun 514


And it all kicked into life. I'm now thinking that rather than having a
local rsyslog server it might be better to send directly to the remote
servers. Looks like you need multiple appenders defined to do this
though as you can only have one syslogHost per appender.
