The version of the IdP that TestShib is running defaults to that. I could flip the bit, but I would much rather upgrade the identity provider.
I'll poke my partner in crime to see if he's ready to upgrade the TestShib IdP yet.
If he's not, this has gone on long enough. I'm willing to take control and botch it bad enough that he'll have no choice but to work on it. ;D

Is it possible to have to have the TestShib IDP not encrypt the assertion response? My SP implementation does not support encryption.
I’ve tried providing my SP metadata without an encryption key but then the IDP errors with a “cannot encrypt” response.
