It might help you rephrase your question, which to me reads as: "I need to have Shibboleth (because my manager told me), how do I do this (and justify having an IdP) while making my SP my IdP?"

I really don't want to go into your mail in detail because I don't understand what you are trying to achieve and I don't want you to seize upon any suggestions which will just waste your time.
