passing correct nameid after shib3 upgrade

It "ships with" a bunch of 'em now.  I have no idea if this is accurate or
whether the behavior varies depending on what you send.

It can't be accurate since everybody has more or less said that it requires an inappropriately labeled persistent NameID. So fix the metadata and if V2 was giving it a broken persistent NameID, then V3 will keep doing it.

I removed all the NameIDFormat lines in the metadata except for the one I wanted and it’s being passed now.  Thank you all!
