entityID format

I'm on-boarding a new SP named "e-Builder".  They aren't members of 
InCommon, so they sent me their metadata.xml file directly.  It begins 
with:

<md:EntityDescriptor ID="_mKch.03nGrlMcKptFQIJa8c6dg" 
cacheDuration="PT1440M" entityID="sso.e-builder.net" 
xmlns:md="urn:oasis:names:tc:SAML:2.0:metadata">

Is that an allowed entityID format?  It looked odd to me, so I read the 
SAML spec for a while.  It seems to say that a URI (1024 character length 
max) is required for the entityID.  My understanding is that a URI needs 
to begin with a scheme.  Should I hassle this vendor about it?

I'm also not sure what I do with this metadata after it expires in 1440 
minutes!  :)
