Have you checked session management?  Specifically, I would be looking at which cookies get set in which environments with which flags and which paths.  I can't remember how or whether the IdP leverages JSESSIONID, but the rest could be implicated.

You'd also want to look at web traffic in and out if that doesn't solve it, but I bet it's a cookie issue.
