However, I'm pretty sure in my testing that I was able to change the email address released and have it update in Docusign (for the same NameID value), so that's actually kinda nice.

That's not just kinda nice.  That's like "DocuSign Identity v1.1".  Thanks for taking the time to share your findings.

Any idea on deprovisioning or reassignment or email?
