No, it's not. I can tell you that because a) Andrew just demonstrated that the newer platform seems to be requesting persistent, and b) the older Okta platform doesn't request anything. In either case, whatever this code is doing, requesting "unspecified" is ignored by the IdP and has nothing to do with what you do or don't do.
