You can support SLO (such as it is, which isn't saying much) with client-side state only.
Also, even if your IDM environment is messy, you can simply not support pairwise/persistent IDs. My deployment hasn't ever supported them and we're not hugely constrained by that, certainly not enough to make having a database a rational decision.
