I don't know how to parse that sentence, but my best guess is that you're totally confused about what InCommon actually is and how it works in the context of a deployment. InCommon brokers metadata, that's it. You're not going "through" InCommon for anything, and releasing data to some SP operated by InCommon has nothing to do with any other services.
