Test Shib unable to locate metadata

The good folks at https://idp.wmcollege.ac.uk/idp/shibboleth are invited to please upload new metadata with a mdui:Description that isn't null.

I'm not sure where this validation check would be implemented in the modern upload machinery.  Kevin, if he has time, may.

I could tell you that it's fixed, but looking at the logs, you could tell me that it's working. :D
