We are using CentOS 7, with Shibboleth version 3.
That's great news. If ArtStor can support persistentId and they have their requirements in their metadata, then I don't think you need to change release rules. You can follow the configuration I linked. If they don't have their requirements in their metadata, you'll have a few options.
Learning persistentId's meaning is worth the time. If you have questions about it, we're glad to listen and help.
If you have the energy, I would make a database. That's not a small project, so you should make sure ArtStor really needs persistentId.

If they don't really need it, then I would use something else. I think there will be many future situations where persistentId's will be very important, but most people disagree with me about that. Scott's opinions are much closer to consensus.
