I don't know what you mean. All the links are exactly what they're meant to be. I can't help that the OBS is broken, there's nothing I can do to fix that. I gave the only workaround I know of for that yesterday.

If you're trying to create an independent link to them, then the right link is http://shibboleth.net/downloads/service-provider/latest/SRPMS/ and that will always point to the right place. That's why the wiki points there.

No, "nowhere at the moment" refers to the fact that the OBS mirrors are broken.
