Then they're clearing their cookies. People have naturally pointed out that this isn't really sensible to users, but there's nothing we can do about that, defaulting to a database is a non-starter for the project. Using cookies or local storage requires that you consider what features you're offering for consent and probably limiting some of the options or changing the wording.
