ConsentConfiguration not remembering user choice

Greetings Shib users,
    I have a user who is complaining that ConsentConfiguration is not remembering her choice to not be asked again to approve information to be sent to the SP.
    I'm of the understanding that this is a cookie set in the browser not something set in the IDP correct?  Is there anything I can/should do on my shib to support that when she selects "Do not ask me again" that it doesn't?
