SAML Salesforce Reponse coming in Transient Format

I am running into this problem again with Oracle Service Cloud software. 
They cannot change configs on their side to accept a basic uid attribute.  I
need to configure the response so that the
ID="_87720b6cca27955245042342576c762a" information comes back as clear text.  

Can you guys tell me what the quickest route to this is?  I have struggled
to figure this out.
