IdP 2.4.5 does not work on recent Tomcat 7 and its workaround

Given the calendar, and the fact that Tomcat 8 seems to be unaffected, I don't see us spending the time on this with V2. We do need to determine if/how V3 is impacted, though that's likely only going to impact legacy files and should be easy enough to work around by updating the schemaLocations.

I'm fascinated by the bizarre behavior and can't begin to understand what Tomcat is doing that affects this, but I'm not prepared to figure it out.

This should make it clear that staying on V2 for any significant amount of time is playing with fire.
