Is skipEndpointValidationWhenSigned still an issue?

Hello,

I'm using IdP v 3.2.1 and a new SP (www.imodules.com) integration triggered
the following error

WARN
[net.shibboleth.idp.saml.profile.impl.PopulateBindingAndEndpointContexts:404]
- Profile Action PopulateBindingAndEndpointContexts: Unable to resolve
outbound message endpoint

According to bug IDP-773 <https://issues.shibboleth.net/jira/browse/IDP-773>
this issue should be resolved. Please advice.
