That isn't a Shibboleth SP, so it's up to whoever is supporting whatever it is to debug that. I'm not going to guess, but if you want to start experimenting, you have two possible avenues, signing the assertion instead of the response (or maybe in addition I guess), or more likely switching it back to SHA-1 signing.

The algorithm thing seems more likely in light of the error.
