I just got aware of this now, which explains the late response :-)

I assume by these three files you mean (for IdPv3.2):
* messages/authn-messages.properties
* messages/consent-messages.properties
* messages/error-messages.properties

Assuming multiple languages are bundles with the next version, there
would one such (merged) file per language, right?

And I also assume that one has to create additional files to override a
particular string of a language. Is that assumption correct?

That would be excellent because it would save deployers quite some work
(at least for those whose language was already translated by volunteers,
see [1]).
