That's an apples and oranges comparison. The "Apache one" is part of the Shibboleth SP software. The "Nginx one" is not Shibboleth, it's an add-on or patch or whatever to Nginx provided by somebody else that addresses its lack of support for the FastCGI authorizer spec. Shibboleth SPs include FastCGI support, and that part is the only part that is comparable to the Apache variant.
