Could you not just wait until the new one is completely done? We switched our IdP from looking at LDAP to AD, but not until everyone was in AD (IDM is syncing the passwords between both systems, but gradually Netware servers, that happen to LDAP mirrors, are being phased out).
I would be VERY surprised if your IT people were taking people off an old server before they'd made sure the new one had everyone on and logging in successfully for a prolonged period.

Not without your own logic to do it. Generally you should have one directory be a failover for the other, not access both.
