Namespace does not seem to include FilterElement

No apology needed, if we had been able to cleanly undo the ordering requirement in V3 we would have, but the schemas aren't organized in a way that made it easy to fix.

Rod, did we decide not to collapse the namespaces in the resolver for some reason like we did in the filter? I vaguely recall we decided not to, but I can't remember why. Other than just bang for the buck I guess.
