issues when downloading InCommon-metadata.xml

I ran into this issue this week after observing very slow load times for
Incommon metadata from one of our three data center locations. I found the
option for timeout documented here:

Despite having a very good route from Chicago to Ann Arbor, I can't get
past about 250kbps while downloading Incommon metadata. From Northern
Virginia, I see speeds of 30+ Mbps. The route from Chicago is via Voxel
then Transitrail -> I2 -> Michnet.
