I suspect we'll need to wait for Scott.  This feels like the backup metadata is being serialized wrongly but I cannot think why.

I'm presuming you've checked all the usual suspects (out of date Xerces or XMLSec on the path, that sort of stuff).  Is there anything odd in the HTML headers from the 'new' data source? I don't suppose you have URLs for the old (and presumably working) data source and the new?
