I don't think so.

If, like me, someone wants a baseline config in the image, that's easy
enough to take care of.

If, also like me, someone wants to tweak the files on a running IdP, that
can be easily accomplished by mounting an external volume, which is
something I suspect we'll change to.  We've had about six months of living
with the decisions I originally made, and keeping the config inside the
image for the primaries wasn't one of my greatest ones.
