Custom NameID Generation

Yeah, we need to fix that probably, just hasn't mattered because nothing in the world looks at them on the IdP side. It isn't even accurate since the only actual supported format out of the box is transient.

SAML 2.0 is the primary standard in use and the constants that were defined by SAML 2.0 have a 2.0 in them. Just like the constants defined in SAML 1.1 had a 1.1 in them.
