testshib sp - please bear with me

Hi all, 

I’ve been doing quite a bit of metadata work on the TestShib system in an effort to stabilize the SP as a service. 
Oh-my there is some crappy metadata that you all feed this thing btw … ;-)

For years we have been using the folder MetadataProvider - against Scott’s suggestion I’ll add. And for quite 
some time the SP itself has been exhausting the system resources of the host on (re)load of the metadata store. 
(currently 1068 entries and only 740 are valid) :P

So… extended apologies for the SP related outage / issues.
In the end we will arrive at an automated aggregate that is valid as well as an MDQ server.
