Configuring SP to Multiple IdP3.x

You have two choices:

- do discovery
- assume discovery based on the URL of the resource

For the latter, attach the entityID content setting into the RequestMap or via Apache for specific content.

If you want to do things properly, you do discovery.

Being in a federation has nothing to do with discovery or the need for it. Discovery is a requirement for properly supporting access to a single resource URL by multiple IdPs. Not wanting that to be true doesn't magically make it false.
