Shibboleth Identity Provider (Windows) V3.2.1.1 Service Release

I'll note that this update does "reset" any Java memory settings one may have made using the Procrun\shib_idpw.exe propetry-setting program, setting max memory back to 1024m. Given post-eduGain-added-to-InCommon experience, it would be nice if that 1024m setting was increased to at least 2048m by default. Even nicer if memory settings would "stick" like the jetty-base/start.d/idp.ini does.
