I'd like to cook up something like the CANARIE IdP installer for the SP since it's entirely local / client-side scripting I think. More useful for Windows I guess since there's usually a browser right there to run it, but either way.

In practice though, you can only accomodate a very small set of requirements, and if the use case is that small, you're talking about changing 2-3 settings if you start with a customized file (e.g. with the local metadata source pre-configured). So that's all I've ever bothered doing, and my campus doesn't have much trouble with just copying from that.
