IPD-initiated means replacing a standard-defined (OASIS SAML 2.0)
request to the IDP with an implementation-specific, proprietary one.
So the anwer is "it depends on the IDP implementation used".

For the Shibboleth implementation that's documented in the old SHIB2
wiki space, search for "unsolicited".
