I used an admittedly small VM with only one core (1 vCPU) to get a feel
for how much we could get from a minimal configuration on our platform.
That one CPU was indeed quite busy running the IdP and had to handle
PostgreSQL for server-side storage as well. However, this is enough to
handle our smaller customers.
