Can you describe a bit more in detail your IdP configuration? You write
that you have an external LDAP server, is it used for both
authentication and attributes? Do you use an external database as well
or only client-side storage? Which servlet container did you use?

What does the response times distribution look like?

In my own load tests, I couldn't get more than 25 logins/second without
response times exceeding the 5s threshold (unsolicited SSO, 1 CPU,
PostgreSQL, external LDAP for authn & attributes)
