Since it's a property on the RelyingParty SSO beans I'm guessing you'd
have RelyingParty overrides (or something in
conf/intercept/consent-intercept-config.xml?), but curiously enough I
can't find answer your question from the docs at
https://wiki.shibboleth.net/confluence/display/IDP30/ConsentConfiguration
