delegation in IDP3

I would say initially that you shouldn't modify anything, just try it directly. What is the modification about?

> We will need to have delegation working in v3 before we can upgrade.

I'll have to check into the schema and see but it's possible the issue is because of the fact it used to be an extension. I might have been in a different namespace than you're expecting.
