Hi Karl-

Check out this page for installing on Windows (very simple, install Java, run the MSI file you download from the shibboleth.net site):

In terms of configuration, you configure Windows and Linux the same - see here:

I know you said fresh install (and I agree with that approach), but just in case, info on upgrading from V2 is here:

Subject: Upgrade IDP to V3 from V2

To whom it may concern,
I am in the process and new to Shibboleth on upgrading to IDP ver3, we are a windows environment. I need some assistance or are there any documentation that may be out there that pertains to a Windows environment.
We would like to do a fresh install/new server (VM).

Any response is greatly appreciated
