IDPV3 HTTP basic Auth with Tomcat instead of Jetty

When I go directly to the URL ( http://XXX.marist.edu//idp/profile/SAML2/SOAP/ECP ) in a browser window it displays the popup box asking for my username and password. But it never authenticates. This idp works for a regular boring SP I setup for testing, so I know my authentication mechanism works. I'm not seeing anything in my IDP logs indicating it's getting into the IDP at all. This is for a mobile application we are trying to roll out so it's pretty important to us to get it working.
Am I missing a step someplace?

If you're doing this for ECP, just stop, you don't need to set up the container for basic-auth.
