Shib SP: SHIBSP_PREFIX ignored

I want to set the SP base directory to a different location than the default /etc/shibboleth in a docker container to have a better separation between the image and container configuration.So I am starting shibd like this:

SHIBSP_PREFIX=/opt/etc/shibboleth
$SHIBSP_PREFIX/shibd-redhat start

However, it does not work, the log says "Shibboleth.Config : loaded XML resource (/etc/shibboleth/shibboleth2.xml)“

Any idea what could be done short of compiling another prefix?
