I manually install Java in C:\Program Files\Java to avoid the JAVA_HOME
issue.
But see IDP-577.

What are folks running IdP v3 on Windows doing vis-a-vis Oracle Java
updates? If you leave the default on of "auto-update", then when Java
updates, the directory it is in changes, and thus the needed value for
JAVA_HOME in the system environment variables. And the unlimited strength
cryptography files aren't copied over from the current version. So those
steps need to be redone.
Are you turning off auto-update for Java and just giving yourself a
schedule to update and do the following changes?
