Just to close this off

Sorted it out

    <ApplicationDefaults entityID="https://scciprod01.csumain.csu.edu.au/shibboleth-sp"
                         REMOTE_USER="uid eppn”
                         signing=”front” encryption=”false”>

with the upgrade to v2.6  the defaults for signing and encryption are “conditional”, previously “false”
