Strange…I restarted the service after adding the / and it didn’t take…picak problem :/….
so I restarted again…and it took, no more error…
but now I’m back to thinking I left something out…the handlerUrl is correct, so on the iDP side, in this case, Okta, I have the Single Sign On URL set to:
https://myserver.com/c2/Shibboleth.sso/SAML2/Post...but my web server doesn’t recognize this…
The requested URL /c2/Shibboleth.sso/SAML2/POST was not found on this server.
I’m assuming that I’m still missing something either on my apache config side, or my Shibboleth side….

No, it's not. If it were, you couldn't get that error message, since what you posted has a leading slash.
