I /think/ that's catalina.out (in /var/log/tomcat8/ on Debian) and I
would have assumed the OP to include that in "tomcat logs", but better
to be specific about this.
(Actually I never had reason to look at anything other than at
catalina.out, whatever other logs Tomcat produces.)

If filesystem permissions seem to be correct but access is still
denied in GNU/Linux that could be a sign of SELinux (or comparable
implementations such as AppAromor) being in play, so check for those,
too.

You could also try changing the idp.logfiles variable in the IDP's
logback.xml to send logs elsewhere.
