I have vague recollections of a similar switch catching a similar bug.

Yes, this is almost certainly it.  I think the database identifiers contain different characters than the in-memory identifiers, so some software will [inappropriately] notice the difference.

You can set it to all kinds of things.  See relayState here and the linked information on <StorageService> and let us know what you discover.
